Provided below are some FAQ's from many prospective and current subscribers. If you have any further questions, feel free to contact us here 

 01  How do we join the Liquid Bulk Terminal ASP?

​

After you pay your annual subscription fee, we will send you the ASP template. From there, you enter your facility specific security measures into the appropriate places in the template and submit those to the executive agent. We will review your submission and conduct a compliance visit, which will also count as your annual audit. Upon successful completion of the compliance inspection, we will submit a letter to your respective Captain of the Port that you are a member in good standing of the Liquid Bulk Terminal ASP. 

 

 

 

 02  Does this mean that the USCG can no longer inspect our facility?

​

No.  The USCG will always retain the authority to inspect your performance in applying the protective and administrative measures as provided in the ASP. You should plan to continue to be inspected twice annually by the USCG. One scheduled inspection and one unannounced inspection per year.

 

 

 

 03  Will I have to change my current security measures?

​

The LBASP was designed to allow you to enter your current security measures for areas like access control, retricted areas, screening, monitoring etc. If you are currently operating under an approved plan, chances are you will not have to change your security measures, merely enter them in the appropriate place in the LBTASP Template.

 

 04  What if we are directed to make changes to our plan?

​

The LBASP was approved by the Office of the Commandant of the USCG. Providing you are currently in compliance with the ASP as approved by the Executive Agent, any directives to make changes must come from the executive agent or the office of the Commandant of the USCG.

 

 05  What other benefits do we get as Subscribers to the ASP?

​

In addition to enjoying a consistant and predictable risk profile for your facility,  we offer the following regulatory required products and services:

 

  • A scheduled annual audit of your application of the Liquid Bulk Terminal ASP.

  • The ability to participate in one of 4 annual exercises, with one being held each quarter.

  • Monthly receipt of scenarios and instructions on how to perform your quarterly security drills.

  • For Owner | Operators with multiple subscriptions, we also offer quarterly and ad hoc reporting on the status of your facilities in reference to audits, drills and exercises.

  • No more unanticipated changes to your FSP

  • No more 5 year rewrites of your FSA and FSP. 

 

 

 

 06  OK, so how much does it cost?

​

The cost of the subsrciption for a single facility is about the same as 100 feet of security fencing. Actual cost depends upon the number of facilities and any additional services you want for your facilities.  

 

 

 

 07   What other services can you provide?

 We understand that while your business occurrs in real time, the US Government regulates the security of US critical infrastructure in stovepipes. In additon to your maritime facility security services, we offer the following security consulting services to our members at a discounted price.
